Recommendation: The Flight Standards Division of the Civil Aviation Authority, should arrange seminars to inform the flight examiners for the recommended by the JAA (Flight Examiners Manual) way to conduct the tests and the criteria flight examiners must take in consideration. Particular attention should be given to amendments / revisions to the Flight Examiners Manual and references to relevant occurencies.

Response: HCAA responds with its letter [HCAA/D2/E /22173/18.06.2019] that:
In accordance with the applicable EU reg. 1178/2011 (as amended), the validity of the Air Examiner Certificate is determined, inter alia, by the fulfilment of the requirement for the Air Examiner to have undergone a training / Seminar once every three years, which is also the period of validity of the certification. At these seminars, the Air Examiners are finally informed and examined on the criteria and manner of conducting examinations, any amendments to the Flight Examiners Manual, Human Factors, as well as a reference to incidents or accidents that occurred during examinations. By doing so, the Licensing Department organizes such seminars three times a year, once within four months. Please note that the last seminar took place on 23/5/19, and relevant issues were included in the initial Air Examiner Certifications (March and May 2019).
