Recommendation: Preamble:
It is known that there are many Ultra light Flying devices of all categories that are based and operate in Greece having Italian Registration issued from Aero Club d’ Italia, as the two seat amphibian ultralight involved in the accident. This mainly happens because by using two photographs, one private attestation and a deposit someone can acquire registration and an airworthiness certificate of the Ultra light Flying Device from the Italian Authority which has the supervision of ultra lights in Italy, whereas in Greece the procedures and inspections that are required from the ultra light flying devices Regulation and P.D 283/2001, concerning the airworthiness of amateur and other special category aircrafts, must be followed.
Safety Recommendation 2016-01: The Hellenic Civil Aviation Authority in collaboration with Aero Club d’ Italia, to examine if the Ultra light Flying Devices that are based in Greece and have Italian Registration meet the requirements of Italian Legislative framework concerning Ultra light Flying Devices.

Response: HCAA replies with document [HCAA/D2/E/27860/8129/03.10.2018] that during written communication with Aero Club d’ Italia it was notified to HCAA a list of 72 ultralight aircrafts registered in Italy with Greek owners and that there is no maximum time limit for staying outside Italy for these aircrafts. [AAIASB assessed this reply with document AAIASB/4119/26.11.2018 as NOT ADEQUATE – OPEN]
