The Hellenic Air Accident Investigation and Aviation Safety Board (AAIASB) is the official Authority for the investigation of aviation accidents and incidents. It is overseen by the Minister of Infrastructure & Transport.  The AAIASB conducts investigations and publishes final reports, in accordance with Annex 13 of the Convention of International Civil Aviation, the European Union Regulation: 996/2010, and law 2912/01.

The AAIASB consists of its Chairman and four members. The President is a full-time civil servant and is appointed by decision of the Minister of "Transport, Infrastructures and Networks" who also decides for the four members, according to the new amendment for National law 2912/01 that is described in National law 4313/2014. The AAIASB Chairman and members serve 5 years terms that are renewable.

An Aviation Accident and Incident Study and Investigation Unit supports the Board’s mission. The Unit is organized as a Directorate and is managed by the Chairman of the Board and the Unit Director. The Unit is staffed with full time investigators with expertise in various areas of civil aviation.

The Board and investigation unit are based on the 4th floor of a building at 14-18 Vitinis str - Nea Philadelphia - Athens - Greece.

AAIASB is a member of the Ιnternational Society of Air Safety Investigators (ISASI) and the Flight Safety Foundation (FSF).

The Board is an independent authority and has administrative and financial autonomy. The Board is supervised by the Minister of Infrastructure, Transport and Networks, its members enjoy personal independence and in the exercise of their duties they are bound by the law and their conscience.

The Board is constituted by the President and four (4) members. The term of office of the President and the members of the Board is five years and is automatically extended until the appointment of new members.

The Board is represented by its President. The President is a full-time civil servant.

Study & Investigation Unit

Organized at Directorate level

To assist the work of the Board, an Aircraft Accident and Incident Study & Investigation Unit, ("Unit") is established. The Unit is organized at Directorate level and organically belongs to the Board. It is managed by the President of the Board and its Head.

Investigations Department

Responsibilities

Organization and training of investigative teams. Elaboration of aircraft accident and incident investigation procedures. Monitoring and information on the regulations governing Civil Aviation (General Aviation Regulations, related Annexes, ICAO Documents and related JARs). Analyses, technical investigations, cooperation with internal and external technological centers. Management of the Occurrence Reporting System. Collection of data necessary for the investigation of the air accident. Writing accident investigation reports and safety recommendations. Monitoring the revisions of Annex 13 of the Chicago Convention and ensuring their incorporation into the national law of the country. Care for the information and compliance of the Greek Airspace on Flight Safety issues, in accordance with ICAO and EASA, ECAC, ENCASIA guidelines.

Prevention, Research & Analysis Section

Responsibilities

Study and promotion of flight safety measures to prevent aviation accidents and incidents. Management of the Occurrence Reporting System. Keeping and processing accident and incident statistics on a national and international basis. Collection and analysis of data related to flight safety, in particular for preventive purposes. Monitoring the implementation of the safety recommendations. Online connection with International Organizations (ICAO, EASA, ENCASIA, ECAC, FAA etc) for sending and receiving information related to flight safety. Cooperation with the other Departments of the Unit to issue manuals related to accidents that occurred and the safety recommendations issued to inform the civil aviation.

Secretariat of the President and Members of the Commission

Responsibilities

The Secretariat of the President and Members of the Board operates at the level of an independent Office, reporting directly to the President of the Board. The responsibilities of the Office include the secretarial service of the President and the members of the Board during the exercise of their duties.

Administrative and Financial Section

Responsibilities

Dealing with all Unit personnel, disciplinary, leave and hospitalization matters. Issuance of general personnel management circulars. Dealing with issues arising from appeals or annulment requests before the administrative courts. Handling of status issues of the Unit's staff and maintaining a personal register of its staff. Care for the promotion of training programs in collaboration with the CAA, Military and other educational bodies. Preparation and execution of a regular budget within the budget of the Ministry of Transport and Communications. Executing external and internal payment expenses for various tasks of the Board and the Unit as well as concluding all kinds of contracts with public or private domestic or foreign bodies. Elaboration and monitoring of procurement regulation implementation. Dealing with procurement matters in general. Management of the Unit's equipment materials. Computerization of material management elements. Payroll. Secretarial support of the Unit. Translation of air accident investigation findings.
