Recommendation: | PREAMBLE: During the investigation process it was revealed that the fuel handling inside the airport (LGMG) sometimes is performed by non-certifying fuel carriers using non approved fuel containers. At the same time these containers are stored at non appropriate storage facilities inside the airport. The risk of using non appropriate fuel at aircrafts as well as the risk of explosion is high. In addition to the above the refueling of aircrafts sometimes are performed by gravity and not using the proper equipment (pipe and nozzle properly bonded) as a result the risk of explosion due to the accumulation of static electricity is high. SAFETY RECOMMENDATION 2017-01: The HCAA to make the appropriate arrangements to check/control the proper implementation of aircraft refueling regulation inside airports. |

Response: | ΗCAA accepted Safety Recommendations 2017-01 and 2017-02 informing AAIASB [doc. HCAA/D3/A/23103/6675/28.09.2018], stating its relevant actions [document HCAA/D3/C/23101/6674 /28.09.2018] to inform all related civil aviation stakeholders and General Aviation aircraft owners about the requirements of the Refueling Regulation and to ensure its complete implementation. Fraport Greece, following the actions of HCAA, has informed AAIASB that it has issued its own relevant Safety Recommendation [nr SIB 013] for the airports it manages in Greece, which was notified to AAIASB in full.
